Remote start IS illegal in the UK. It's not a direct rule but a derivation of the one that says you cannot leave a vehicle engine running when the vehicle is unattended. This is a sensible safety precaution. Before anyone says, there is an exemption for when it is required to operate work equipment etc. This covers bucket lifts, ambulances etc.
No the CODE is no use in pre programming a key. The data has to be read from the body computer. Plenty of people that can sort that for you. Search for Fiat all keys lost. Remote working around £150 is the going rate. Mechanical key to start the car around £80. Clone key if you can get your working around £40. OP. P.
Replace the remote. If you can get a dealer to verify that there is a performance problem with the remote, they might be willing to replace it, depending on the warranty status of the vehicle. Fiats do tend to forget the sync with the keys every once in a while. My old Stilo had this issue, had to break in as locks where buggered and the remote stopped working.
Hang in the new actuator and tighten the screws in the lock door actuator. Then, reinstate the 10mm bolt holding up the actuator. Fix the linkage carefully, set up the cables, and connect them the way you removed them. Please make sure you pop them in correctly and run the cables in their guide.

Let's face it. New batteries or not, the Fiat key fob remote signals are weak compared to other cars. The remotes for my Wife's 500 POP have such a short range, you may as well manually unlock the door. Ok, I am exaggerating a bit, it's perhaps 8 feet from the car that they work.
